Another option have a hot shower and use soap and just screw it on into position. It will be mildly restrictive while flaccid. With an erection it will become snug but not uncomfortable.

Take a string and wrap it below the head of the penis. You will need to take a note of the circumference.
If using string mark the string then lay it on a ruler to get the circumference.
To get the diameter, take your circumference measurement and divide by 3.14
